Is Italy, Spain or Paris a better place to visit??

I'm looking for the best place to indulge in beauty, architecture, food, people, the nightlife and am having difficulty as only have 3 weeks. need help where should i spend the most time and which is d best country to do all these things? first time backpacking in europe n goin in end Jul till Aug.

Appreciate recommendations of places to visit..
